Where in Canada can I have a wedding gown custom made in this style and quality:?

I am interested in having my wedding gown made by this business in the UK: http://www.uptight-clothing.co.uk/ but as I will most likely be unable to afford the 00 CAD dress nor the costs of flying out to the UK three times for fittings, I would like to find somewhere in Canada that I can have the same kind of work done. The closer to Winnipeg the better, but I’m willing to travel within the country. The total cost of going with this UK business would probably be in the 10-12 grand range, which is not possible under my budget of 5 grand or less. I am going for a victorian style wedding, with very non traditional non white dress. Please look at the photos on the site to get an idea of what I mean. Just because I say "wedding" doesn’t mean white and traditional. Also, I am going for the style on the website, not medieval or renaissance. I want a highly fitted corset dress with a full skirt, not a loose flowing fairy dress. I am looking for a professional costume maker to do this for me, not my neighbour’s friend’s sister or whatever. And finally, I do not want to order something online and never see it until it arrives in my mailbox. I want to be very involved with the process, to ensure I am getting exactly what I want. Please give suitable suggestions, not links to maggie sottoro or ebay or anything.
I’d even be willing to go to Toronto or across the border to some nearby states, whatever I need to do to get the dress I want and under budget.
Why doesn’t anyone actually look at the website? This isn’t some traditional designer white wedding gown I want. Uptight Fashions only makes about 20 gowns a year, and they are very unique. I very much doubt I can get what I want from a copy-cat chinese website.
